1. Malaysian National Animal Welfare Organization (MNAWF)

The Malaysian National Animal Welfare Foundation was formed in April 1998 to promote a caring Malaysian society. The MNAWF in its march to develop a truly animal loving society cannot ignore its responsibilities to other living creatures in captivity or roaming free that share our environment.


• A Brief History:

The idea was ignited 30 years ago by a young veterinarian’s passion for better quality lifestyle for animals and their owners, fuelled by continuous educational efforts, and endorsed by the Malaysian government’s machinery. The foundation became a formal entity 20 years later on 15th November 1997.

Awareness on animal welfare in veterinary care had been evolving after independence in the 50’Ss but remained low. Then people owned pets mainly for security and for pest control. But in the 70’s a young veterinarian Dr. Sivagurunathan envisioned the need for veterinarians to play a greater role to promote and raise awareness on animal welfare throughout the country. His belief: “in an urban setting with the increasing trend in pet ownership, we need to address two big issues i.e. responsible pet ownership, and greater public awareness on domesticated companions.”He lived out his passion through the high standard of care he perseveringly established and maintained within his own practice, and with every pet owner he met.

• Mission Statement:

To promote a caring Malaysian society through creating awareness and a balanced approach to animal welfare for thee well being of animal and mankind.


• Aims and Objectives:

I. To generate awareness and responsibility of all residents in Malaysia on animal welfare as part of the policy towards the creation of a caring Malaysian society.

II. To develop strategies and programmes to promote animal welfare through the MNAW Council (under the patronage of the Minister of Agriculture), public agencies, institutions, private bodies and organisations.

III. To undertake projects that will promote understanding and the practices of animal welfare as part of daily life of residents in Malaysia.

IV. To disseminate information on animal welfare through various media to the public, schools, community centres and other target groups.

V. To collect and generate funds to undertake animal welfare projects.

VI. To undertake any other activities related to animal welfare.


2. PAWS (Paws Animal Welfare Society)

• A Brief History:

PAWS was founded in 1987 by a small group of local and expatriate volunteers. Through their generosity and imagination, PAWS was constructed on a patch of land owned by Sime Plantations on the Subang Airport Road. This distinct group of sheds and courtyard still stands today and currently homes around 450 cats and dogs.

PAWS has been asked to relocate as the area is undergoing major development. Faced with this issue, PAWS has formed a taskforce dealing with land and relocation matters.

The staff that work at PAWS include one veterinary surgeon, volunteer vets, and a number of full-time staff. Every week we have visits from around 5-10 volunteers and PAWS would love to see more as there is always plenty to do.

PAWS organization depends entirely on the generosity of the public through donations or proceeds from charitable events organized and run by volunteers. PAWS purpose is to look after stray cats and dogs and try to re-home them if at all possible.

• Mission and Goal :

PAWS is gradually working towards having all animals neutered before they released from the shelter. PAWS also provide human education and community information services to the society. They are sheltering animals and placing them into caring and responsible environments. They give chance to all the stray dog and cat, and only euthanized them due to some circumstances.
